Hello everyone,
I was recently searching through old Times articles, when I came across a number of articles about the Whyville Twister Fish, a prehistoric fish that lives in the pool and feeds on toenails. The first article was written by shelly1 and spawned a handful of other articles relating to the fish.(Just search Twister Fish in the search bar)

So, when I read this article I got to thinking, and I have a theory about the Twister Fish:

The Twister Fish comes out, maybe once a day to torment Whyville. He goes over to Akbar's and tells him he's gonna eat his toenails if he sells us parts, so Akbar's doesn't work for anyone.

Then, he goes over to City Hall, and hides in the fountain so anyone that comes there gets their toenails eaten! So no one can get to City Hall in fear of the Twister Fish! They can't even access the City Records!

Next, he sends his minions to go to every citizen's mailbox, and the people of Whyville have to live for awhile without Y-Mail.

So that's my theory of the Twister Fish, (and why Akbar's, City Hall, and Y-Mail all don't work at the same time for a little while)

So Whyville citizens: Beware! The Twister Fish is always lurking somewhere. . .
